Annual Notice

Liberty Communications is a telecommunications provider who provides basic and enhanced services within its service territory. Basic services are offered at the following rates and charges:

Touch Tone Service is provided as part of the local service rate. Customers have access to long distance, directory assistance, and operator service providers of their choice, at rates established by those carriers. Toll Blocking is available at no charge for low income customers that qualify. Emergency 911 Services are provided and a surcharge is assessed at governmental rates.

Low income individuals may be eligible for Lifeline and Link-Up telephone assistance programs which provide for discounts from the basic local service charges through specified governmental programs. If you have any questions regarding the company's services or you want to apply for low income telephone assistance, application forms can be obtained from Liberty Communications at 413 N Calhoun Street or by calling 627-2145.

Wire Maintenance and Labor Charges

We’ve recently evaluated our costs for providing repair and installation work and find that it’s necessary to increase our labor rates. Effective July 1, 2007 the labor rate will increase from $45 per hour to $50 for the first hour. Additional hours will be billed at $12.50 per 15 minute increments.

We offer a Wire Maintenance plan to our customers to help protect against high repair bills. Wire Maintenance is comparable to an insurance policy on the wire and jacks inside your home. With inside Wire Maintenance, you will not incur a trip charge, labor charge or material charge for any damage caused by normal wear and tear.

Today Wire Maintenance covers only phone jacks, and yet more often than not customers have data jacks for high speed Internet and/or digital TV service. With the labor rate increasing and in order to provide protection for all types of wiring and jacks we are revising our price and expanding the coverage of our Wire Maintenance plan. The price will change from $1.50 to $2.49 per month and the plan will cover all inside wiring and jacks, phone and data.

Without Wire Maintenance, the cost for a service call would be $50 for the first hour and $12.50 for each additional 15 minutes, plus the cost of materials. So for $2.49 per month the inside wiring is protected from normal wear and tear, leaving you free from paying time and material in the event you need service work completed.

Liberty Sponsors Iowa High School Athletics - “Player of the Week” and “Football Friday Nights”

Liberty Communications is proud to support Iowa High School Athletics. We’ve joined with Iowa Network Services to sponsor Radio Iowa and Iowa High School Athletics “Player of the Week” and “Football Friday Nights”. We are sponsoring Player of the Week for Softball, Baseball and Football. Selection will be made by Radio Iowa Sports staff from nominations received from around the state via local radio personnel, high school athletic directors and coaches referencing the achievement from the previous week’s games. Winners will be posted to the RadioIowa.com Web site sports page. We hope local athletes are nominated this season! Football Friday Nights starts Friday September 7th at 10PM. The radio show is 30 minutes long and will repeat at both 10:30 and 11:00 PM. Best of luck in the 2007 season.

Customer Satisfaction Survey

We will soon be conducting a customer satisfaction survey. Part of our corporate mission is “to exceed our customers’ value expectations as their telecommunications provider.” Rather than guess where we stand with your satisfaction levels we feel it’s very important to gather the facts.

We’ve hired a company called Pivot Group, out of the state of Washington, to help us with the survey. They are a market research company that works strictly with small independent telephone companies like Liberty Communications. We have been working with them to draft the questions and are very excited to dig into the results.

The surveys will be mailed to a randomly selected group, roughly 1/3 of our customers. If you receive a survey; please take the time to give us some candid feedback. We need to understand where we can make improvements, what we’re doing well, and what’s important to you.

The surveys will arrive in Liberty Communication’s envelopes so they should be easy to identify. Customers will return completed surveys directly to the Pivot Group via a postage paid envelope, so responses will be totally anonymous to us. Customers who return completed surveys to Pivot Group will be eligible to win cash prizes.

We hope to have the surveys mailed out the first week of June. Thanks in advance for your participation. We’ll use the results to strive for our goal of ‘exceeding your value expectations’.

Protecting the Environment - We Can Help

It’s hard to visualize how any individual can have a positive impact on the environment. Working together we can make a difference. Every year we print and mail over 40,000 monthly statements. Some bills are larger and some smaller, but on average they are 4 pages counting the envelope. Collectively we consume 168,000 sheets of paper a year.

It takes one tree to produce 8,333 sheets of paper, which means Liberty Communications customers go through 20 trees a year. If you consider that most households have an electric/gas bill, a TV bill and a cell phone bill, then West Liberty and West Branch customers are consuming 80 trees a year!

Here are a couple of things we can do to help. Consider joining us.

  1. We offer eBilling to our customers. With eBilling, monthly bills are emailed so there’s no paper. This helps the environment and it reduces our costs for postage and printing. We pass those savings on to eBilling customers in the form of a $1 monthly credit. EBilling requires customers to subscribe to EasyPay. With EasyPay, payments are automatically debited from a bank account on the 15th of the month, saving money and eliminating the hassle of sending or dropping off a payment. In the last month we’ve had 100 customers sign up for eBilling!
  2. We also participate in Alliant Energy’s Second Nature program. This program allows us to designate a portion of our usage to energy generated from renewable resources.

Low-Income Telephone Assistance

Link-Up
Link-Up assists qualified low-income Iowans in obtaining basic telephone service by providing reduced connection charges for basic phone service by 50% or $30, whichever is less.

Lifeline
Lifeline assists qualified low-income Iowans by providing a monthly credit on their telephone bill in an amount up to $8.25.

To be eligible an application must meet income based criterion currently defined as at or below 135% of the Federal Poverty Guidelines OR participate in at least one of the following:

  • Medicaid
  • Supplemental Security Income
  • Food Stamps
  • Federal Public Housing Asst.
  • National School Lunch Program
  • Low-Income Home Energy Asst.
  • Temporary Asst. to Needy Families

What to do if you damage your telephone drop...

If the telephone line (drop) that is buried to your house gets cut, please notify us so that it can be properly repaired. Drops that are not properly repaired may cause Internet and phone trouble down the line. It is very difficult to locate the source of the problem when the line is re-buried without a proper fix. It will take longer and cost more to resolve if not done correctly the first time.

Remember, before you start any digging project call Iowa One Call 48 hours in advance, so that your utilities can be located. Just dial 811 or 1-800-292-8989, it’s the law!

Stop Telemarketing calls with Call Screening!

Spring is a hot season for selling over the phone. Whether its siding, new windows or vacations in Branson, it’s that time of the year. If you’ve moved recently, this compounds the problem, as telemarketing firms consider “new movers” a hot commodity.

Liberty Communications offers a way to block telemarketing calls. Call Screening can be activated within a day, unlike the federal Do Not Call List, which has a 3 month wait before it’s fully effective. 2007 Job Shadow Day

On Thursday March 1st, three local students arrived at Liberty Communications for a busy day of Job Shadowing sponsored by the Junior Achievement organization. The students helped prepare a High Speed Internet Direct Mail piece. They placed address labels on almost 1500 post cards. They sorted and counted by zip code, and filled out the correct US Postal Service form. They even wrote the check to the US Post Master.

The students also presented their resumes and took a tour of the phone company facilities. It was a great opportunity to learn from each other!

Liberty Communications Responds to Power Outages

The central phone offices in West Liberty and West Branch switched over to our generator power Saturday afternoon. Neither central office lost phone service or Megaband High Speed Internet service. Liberty DTV software had to be manually reconfigured Sunday morning and into the afternoon to keep this service running consistently in town. Future software upgrades scheduled for this summer will improve the reliability of DTV service in the event of a power outage.

Rural customers had intermittent outages due to the loss of rural power around our rural network. Fiber connects to our copper phone cables in 27 rural cabinets that are fed with AC power. Each cabinet has backup batteries with 6-10 hour life. Liberty Communications crews worked all Saturday night, Sunday and Sunday night to keep the batteries charged in these cabinets. We purchased additional generators and borrowed some, as the power outages in the rural areas left the majority of our rural cabinets without AC power through Wednesday. By Friday morning power had been restored to all but one rural cabinet.

We have doubled our number of generators and connector cables, and will increase our charging capacity at each cabinet. We will be reviewing our response and incorporate the lessons we learned in dealing with this massive widespread power outage, along with other general refinements to our disaster recovery plans.

Prepare for Thunderstorms & Power Outages

Lightning strikes and power surges can easily damage computers, TVs, and other electronics. The damage can be costly and disruptive, but it can also be prevented by being prepared. Here’s a list to help you prepare for power outages and spring storms.

1. Buy a Surge Protector

Surge protectors “clamp” high, unexpected increases in voltage and discharge the harmful spike to ground, protecting expensive equipment. These devices act as a buffer between expensive equipment and unpredictable electrical events. Liberty Communications sells surge protectors starting at $9.95. 2. Unplug During Thunderstorms

Before electrical storms hit, unplug phone lines and power sources to modems, TVs, phones, computers, and other electronic devices. Avoid using a phone during a lightning storm.

3. Connect a NON cordless phone

Cordless phones require electricity. Make sure you have at least one corded phone ready.

4. Subscribe to Voicemail

Our voicemail system will work during a power outage. During an outage or after a lightning storm has safely passed you’ll be able to retrieve messages.

5. Purchase a Generator

Electricity is essential to our current way of life. The digital world we’ve become accustomed to requires electricity for the computers and TVs that keep us connected to the outside world. In the event of an extended outage a generator can provide electricity until power is restored. For your safety and the safety of those working to restore power, please notify your energy company if you use a generator during a power outage. Having a licensed electrician connect the generator can address some safety concerns.

Spring Burning

In rural areas, many landowners burn off the dead grass in the ditches during March and April. While this may be good for the grass, it can be devastating to utility facilities.

The fire's heat can melt or burn the plastic insulation inside the phone pedestals. Damaged insulation can result in interruptions in service. Rural customers rely on Liberty Communications not only for quality phone service but also for High Speed Internet and Digital TV service.

So before burning, remove the grass around electric poles, guywire guards, and the phone pedestals. This will help minimize the risk and help ensure service is uninterrupted for you and your neighbors. Thanks for your cooperation.

Get Wire Maintenance before Spring Storms

High Speed Internet - Multiple Computers

Do you have more than one computer in the house? It’s becoming more common. Broadband routers share a single High Speed connection with multiple PCs, so you no longer have to fight over the fast one.

Liberty Communications sells a Linksys Wireless router. It connects to your modem and allows up to 4 wired PCs to share the Internet. It also has wireless capability allowing you to connect a Wireless Notebook or PC. If you have a wireless capable laptop and you like to roam the house surfing, you need a router! The routers are available in both the West Liberty and West Branch offices.

Federal Tax Refund on Telephone Excise Tax

The telephone tax refund is a one-time payment available on your 2006 federal income tax return, designed to refund previously collected federal excise taxes on long distance or bundled services. Several recent court decisions have held that the tax does not apply to long-distance service as it is billed today. The IRS is following these decisions and refunding the portion of the tax charged on long distance calls. The IRS is not refunding the tax paid on the local portion of the phone bills.

The refund period is between 2/28/03 and 8/1/06, which is 41 months. Any individual, business, or non-profit organization that paid tax for long distance service or a bundled service, between these dates is eligible for the tax refund.

The IRS is making it simple for individual filers, by offering a standard refund amount between $30 and $60, so that taxpayers don’t have to gather old phone bills.

An example on the IRS web site shows how a couple filing jointly, with long distance charges of $15 per month during this time period, would receive an $18.45 refund if they choose to calculate an exact refund. By taking the standard refund, this same couple would receive a $40 refund.

The formula is different for businesses and non-profits, so please consult your tax advisor.

If you choose not to take the standard refund, and have not kept records during this time period, Liberty Communications can provide a copy of old bills. The charge for retrieving, loading and printing these old records is $10 for each bill.

Protecting your Account

Liberty Communications understands its duty to protect customer account information and has policies in place that require changes on an account be made only at the request of those whose names are listed on the account.

Some companies are beginning to offer password protected accounts and although we do not plan to make this a requirement for all of our customers, we will make the option available to those who wish to password protect their account. To request a password simply call the office at 627-2145. Your name must be listed on the account in order for us to accept the request to password protect the account.

Watch out for the little ghosts and goblins!

Phone Book Listing

Please review your current phone book listing. If you need to make changes for the 2007 directory please call before November 15, 2006 and we’ll waive the $10 change fee.

Federal Do Not Call Lists

The National Do Not Call Registry gives you an opportunity to limit the telemarketing calls you receive. Once you register your phone number, telemarketers have up to 31 days from the date you register to stop calling you. To register, visit this webpage or call toll free to 1-888-382-1222.

You must call from the phone number you wish to register.

The federal lists contains exemptions that allow political and survey calls to get through. In addition, charitable organizations, long distance phone companies, airline companies, and insurance companies all have the “right” to place telemarketing calls. One final exception will allow any company you have received shipment from, made a purchase from, or have made a payment to in the last 18 months, to call and solicit you.

Phone Book Listing

Please review your current phone book listing as this is the time of the year for submitting changes for the 2007 directory. You can view your current listing on the last page of this month's bill. If you need to make changes please call before November 15, 2006 and we'll waive the $10 change fee.

Directory Sales to Start

Ad sales for the 2007 phone directory will get underway in October. Once again, Pioneer Directories' representative Dave Crawford will be working out of the West Liberty office. Dave will be contacting customers and taking orders for both West Liberty and West Branch. If your business or organization is not contacted by the first of December, please call our office at 627-2145 or 643-5353.

Due Date is the 15th

Your Liberty Communications bill is due each month by the 15th. Although the date changed over 2 years ago, we have many customers still turning payments in on the 20th, which results in a late fee of 1.5% of the past due balance. Net Neutrality

You may have read or heard recently the term 'net neutrality' and wondered what all the commotion is about. We encourage you to do your own research on the topic, and would also like to explain our thoughts.

We believe that new regulation is NOT needed to keep ethical companies from blocking access to legitimate Internet content. Customers will not tolerate such behavior and will take their business elsewhere in this competitive market. In addition, the FTC is well equipped to deal with unethical behavior should it occur.

Heavy regulation historically has hampered innovation and invention by driving costs up. We believe that a free market drives innovation. For example, Liberty Communications has built out its infrastructure in the last 5 years to ensure that all customers have access to high speed Internet and now Digital TV service. This extensive investment was driven in part by our desire to provide high tech solutions to both rural and town customers; and in part to increase efficiencies and revenues which lead to further investments in the infrastructure. Keep Rural America Connected

Over 80 years ago, Congress embraced a philosophy of universal service with the goal to ensure all Americans have access to telecommunications services. Funding was established to help rural companies offer services equal to those found in big cities.

Congress is in the process of changing the current laws, which might impact funding to rural areas, ultimately affecting services offered.

Liberty Communications has joined the Coalition to Keep America Connected to lend its support to the Coalition’s effort to ensure all consumers have access to affordable telecommunications services and the latest technologies - no matter where they live. The goal is to urge policy makers to adhere to three basic principles as they work to modify the current laws.

Fairness - Urban, suburban and rural consumers alike deserve to stay connected to their families, and the world, through communication technologies.

Affordability - Technology is only useful when it’s affordable to consumers. Congress must ensure that all Americans can receive communication technologies at affordable prices.

Access - Every American should have access to the latest modern technologies, no matter where they live.

Billing Change for August

With the introduction of MyVoice, the new unlimited long distance plan, Liberty Communications had some “behind the scenes” changes to make for billing Liberty long distance charges. Liberty Communications’ long distance customers will notice the change on this bill. The changes have no effect on AT&T long distance billing.

We’ve moved all Liberty long distance customers to a main plan name of “Liberty Communications”. In the past customers have either had a plan name of “Just My Time”, or “One Thin Dime”. Customers will still have these plans and the rates associated with these plans, it will just be labeled as “Liberty Communications” on the front page from this point forward.

This bill is the first month since we’ve made the change and for this month only, you will see some of your long distance calls under the new name of “Liberty Communications” and some of the calls under the old plan names. You have not been charged twice for the calls, it’s just part of the cut over from the old plan name to the new name.

U.S. TREASURY DEPARTMENT TO End Long Distance Excise Tax

In May, the U.S. Treasury Department announced it is ending a 3% excise tax on long distance calls effective with August 2006 billing. The tax was originally established in 1898 as a luxury tax to help fund the Spanish-America War. At that time, only wealthy Americans owned telephones.

Consumers will be able to file for a refund of this tax on their 2006 tax return which will be filed in 2007. As information becomes available as far as how to obtain the refund, we will pass it on to you.

The Federal excise tax on local phone service will still apply, with one exception. Plans that have local service bundled with long distance, with one price for everything, will not be subject to the tax on the local service. Liberty Communications recently announced the new MyVoice long distance plan, which bundles local service with unlimited long distance calling. Customers that sign up for this plan will not be subject to the 3% tax at all!

Benefit Concert for WB Food Pantry

• The Appetite for Music benefit Concert will be held Saturday, August 5th during Hooverfest at the Village Green Park from 4 - 6:30 PM.

• Performers include the 60’s and 70’s rock band Geezer and the independent sounding local band Guacamole Withdrawal. There will also be high energy performances by the winners of the West Music Battle of the Bands and Fiddle Fest, which make this an appealing concert for all ages.

Please plan to bring non-perishable food items, or Free-will donations will also be accepted. The concert is sponsored by West Branch Boy Scout Troop #156.
